Part 1: New York-based architects Tod Williams and Billie Tsien, who are charged with designing a new home for the Barnes Foundation Museum on the Benjamin Franklin Parkway in Philadelphia, present their design concepts to the Philadelphia Art Commission during a public hearing Oct. 7. The commission gave its unanimous approval to the overall design concept following the presentation, questions from commission members and public comment.
